County administrator flags falling landfill tonnage and says notices of ordinance violations will be issued

County Administrator reported to the Administrative & Finance Committee on July 10 that phase 2 capital projects are on schedule and within budget, announced two recent hires, and flagged a decline in landfill tonnage that staff will address through enforcement.

The administrator welcomed two new hires by name: John Miller as the veteran service officer and Nathan Swenson as a confidential administrative assistant. He said weekly project reports are being circulated for capital projects (including a Castle Rock update and Highway Z) and that a Centergy industry study and site‑readiness evaluation focused on the City of Adams Business Park are underway.

On solid waste, the administrator said a downward tonnage trend prompted a deeper review and that staff discovered an outside vendor bringing in waste and some local vendors not sending county‑collected waste to the county landfill. "We're gonna be working on enforcement of that," he said, and added the county will send notices of violation of its ordinance where warranted.

The administrator and finance staff also outlined preliminary budget assumptions, including a possible 20% increase in insurance premiums and a 4.1% cost‑of‑living adjustment recommendation to factor into departmental planning. The committee confirmed the next meeting is scheduled for August 7 at 09:00 a.m.
