Lynn Township EAC schedules Oct. 18 clean-up, discusses subscription recycling plan and defers lighting ordinance

The Lynn Township Environmental Advisory Council set an October Township Clean Up Day for Oct. 18, 2025, and moved the event to the Dog Park because of a scheduled wedding in Ontelaunee Park. Rob Sayre, EAC member, will provide a pop-up tent and requested a dumpster; Kathryn Townsend, EAC member, was assigned to create a flyer and to set up social-media outreach. Each EAC member was asked to contact at least two organizations to recruit volunteers.
On recycling and solid-waste, Kathryn Townsend reported on a subscription-based model under review: fenced self-serve bins (two 40-unit containers) accessible by annual key card; residents must prove residency to purchase a key card. The plan was discussed as a potential alternative to curbside service, and the minutes record further research assignments for the council.
On the lighting ordinance, the council reviewed sample ordinances from Phoenixville and Tioga County but agreed to delay proposing local regulations until 2026 so as not to inundate the Board of Supervisors with EAC items. Annie Hungaski will combine two draft bylaws into a final draft for EAC review.
The meeting concluded with a list of action items assigned to members (dumpster request, flyers, proposal drafts, grant-writer outreach, and outreach to neighboring EACs). There were no public comments during the meeting; the council adjourned at 7:58 p.m.
