Community board grants conditional approvals and stipulations to several restaurant applications

Manhattans Community Board 2 SLA committee handled a group of restaurant licensing and sidewalk/alteration requests and issued conditional approvals and stipulations for several applicants at its July meeting.
Dear Strangers (Strangers Club New York LLC) at 147 West 4th Street sought a method-of-operation change and an alteration to add a small backyard and DOT roadway seating. The applicant said the proposal reduces interior capacity (from 50 to 45) to add four backyard tables and three DOT roadway tables (12 seats) with exterior hours 5–11 p.m. daily and no outdoor music. Committee members pressed the applicant for Department of Buildings/DOT confirmation that the rear yard can be used for restaurant seating and for egress plans; the board denied rear-yard use without specific DOB/DOT/LNO documentation but agreed to a resolution allowing roadway seating subject to DOT sign-off and maintaining interior occupancy below 75.
Miss Nome (38 Carmine Street) presented as a family-friendly Mediterranean restaurant with a restaurant-wine license, 9 tables (26 seats), a 6-seat bar and hours 11 a.m.–midnight daily. The applicant and the Carmine Street Block Association agreed to a stipulation barring backyard use now and in the future; the committee accepted the stipulation and recorded committee support conditional on that limitation.
RDM 14 LLC (the Guesthouse) at 423/421 West 13th Street applied for a full-liquor restaurant license with 30 tables and 94 seats and closing at 11 p.m.–midnight on weekdays and midnight on weekends; the applicant said DJs would be background-level and that soundproofing would be installed. The board discussed traffic and drop-off impacts at 13th Street and 9th Avenue and indicated conditional support while noting the need to honor outreach commitments.
Grow Next Door (an expansion by Grocery Social) described moving into an adjacent space and operating Sunday–Wednesday noon–midnight and Thursday–Saturday noon–2 a.m., with plans for future sidewalk seating subject to DOT approval; the committee accepted the application with the caveat that any sidewalk cafe would close by 10 p.m. per neighborhood stipulation.
Several re-notifications (for management disclosures and minor sidewalk/alteration items) were waived or accepted; the committee asked applicants to return if they obtained DOB/DOT letters or other documentation that would change the boards advisory positions.
