Lynn Township board adopts Ferraro ag-security resolution, sets conditional-use fees and approves multiple staff and finance actions

The Lynn Township Board of Supervisors approved several administrative and fiscal measures at its Sept. 11, 2025 regular meeting, including a resolution granting agricultural security to one landowner, new fees for conditional-use applications, pension funding authorizations and personnel actions.
At a brief hearing opened and closed by Solicitor Marc Fisher, the board adopted Resolution 2025-16 approving agricultural security for Raymond T. Ferraro and Patricia L. Ferraro for about 4.66 acres at 8573 Kistler Valley Road (PIN 541864889705). The motion was made by Frederick Najarian and seconded by Ronald Jerdon and carried unanimously.
The board also acknowledged receipt of an ag-security proposal from Robert and Lisa Vaughn for 12.426 acres at 8360 Holbens Valley Road (Parcel ID 542844615963) and directed staff and Solicitor Fisher to proceed with the required paperwork; that motion was made by Ronald Jerdon and seconded by Frederick Najarian and carried unanimously.
On zoning fees, the board voted to set conditional-use application fees for 2026 at $1,000 for residential and $2,000 for non-residential applications, with additional professional fees charged at current hourly rates. Frederick Najarian made the motion, seconded by Ronald Jerdon; the motion passed unanimously.
Financial and personnel items included authorization for employees to participate in Roth IRA payroll deductions (the township noted it assumes no responsibility for the IRAs), and approval of the 2026 Minimum Municipal Obligation (MMO) for the township's non-uniform pension plan and the 401(a) plan. The board also approved hiring Janet Henrity as part-time office staff at $20 per hour and set David Snyder's rate to $24 per hour upon his 90-day review on Oct. 7, 2025. These motions were moved and seconded by Ronald Jerdon and Frederick Najarian and carried unanimously.
Other motions approved included using Nestle9 (BlueTriton) funds to pay for a UV light and installation when ordered and installed, and authorizing sale and solicitation of bids for township vehicles (the yellow Sterling truck was sold on Municibid for $11,300; the board will advertise sealed bids for the red truck with a $15,000 minimum). All motions recorded at the meeting carried unanimously.
Why it matters: The ag-security approvals preserve farmland eligibility for state farmland preservation programs and restrict subdivision/use consistent with ag-security rules; the new conditional-use fees change the cost structure for applicants starting in 2026. Pension MMO approvals and personnel decisions set near-term fiscal obligations and payroll responsibilities for the township.
Next steps: Solicitor Fisher will provide a sample tax-relief ordinance for volunteer first responders at the October meeting; staff will proceed with paperwork for the acknowledged Vaughn ag-security proposal; conditional-use fees will be added to the 2026 fee schedule.
