Developer presents Newport Road subdivision; board presses environmental safeguards

Mike Ritchie of Costage Engineering presented a subdivision plan for Newport Road that would convert the existing parcel into five single-family lots. "This project was previously before the conservation board and the planning board," he said, and described a tree survey, a geotechnical study that found slopes "stable," and an erosion- and sediment-control plan. Ritchie said the developer intends to minimize tree removal and will provide individual lot plot plans later in the process.
Board members pressed the developer on density and environmental sensitivity. One member noted the conservation board's earlier recommendation that the parcel remain at three lots because the site includes steep slopes, sandy soils and mature trees that could be at risk once disturbed. Members emphasized that EPOD (environmental protection overlay) reviews and individual lot-level permits will provide later opportunities to deny house plans that disturb slopes or trees. The developer said seeking five lots is tied to the project's marketability but acknowledged that individual lot EPOD reviews could lead to denials if proposed house siting threatens trees or slope stability.
Staff agreed to distribute the developer's responses to prior planning comments and the submitted materials to conservation board members prior to the next meeting so the board can provide updated recommendations to the planning board. The board did not take a formal vote on the subdivision at this meeting; the item will return when the planning-board submission is scheduled.
