Ridgway council adopts sweeping reduction to parking requirements

The Ridgway Town Council adopted Ordinance No. 04-2024 on second reading Oct. 9, approving major revisions to the town's parking standards.
Planner TJ Dlubac, presenting on behalf of Community Planning Strategies, said the Planning Commission used four guiding concepts: concentrate parking to serve multiple uses, increase support for bicycling and walking, reduce land lost to off-street parking in commercial zones, and avoid excessive parking requirements that raise development costs. "The proposed document reduces by half all current parking requirements," Dlubac said, and the ordinance adds requirements for stacking, EV-ready spaces and bicycle parking.
Council discussion focused on potential impacts in industrial areas and on circulation. Dlubac said staff had reviewed areas that might experience adverse effects and summarized findings for the Council. After discussion, Mayor Pro Tem Meyer moved and Councilor Scoville seconded a motion to adopt Ordinance No. 04-2024, finding the criteria in Municipal Code Section 7-4-3(D)(3) were met; the motion carried unanimously.
The ordinance will change the baseline off-street parking developers must provide and is intended to reduce the land and cost burdens of parking while encouraging multimodal access. The Planning Commission conducted a public hearing on Aug. 29 and recommended Council adoption. Any parties seeking clarification on how the new rules apply to specific parcels should consult Planning Department staff for site-specific interpretations.
The ordinance takes effect according to the timeline and procedures set in the municipal code; the Council adopted it on second reading and recorded the finding required by the code at the Oct. 9 meeting.
