Town moves forward on West Cornwall wastewater project and RFP for treatment design

Town staff reported that the West Cornwall septic/wastewater project has advanced to the design phase after the town submitted a Notice of Finding of No Significant Impact and a Notice of Intent to Request Release of Funds. Staff said the town has identified approximately $3,000,000 (or a significant portion of needed funds) to support the design phase and that an RFP is finalized for firms experienced with membrane bioreactor systems.
Staff said a committee and selectmen interviewed four firms and narrowed the candidates to two they consider qualified; those firms are expected to submit proposals to the finalized RFP. The work in the next phase will focus on design and engineering that will determine construction and permitting steps.
Committee members also heard updates on other related infrastructure items: planned pavement and curb upgrades around the country market, a flashing beacon for a new crosswalk, and drainage improvements intended to address recurring issues near the market area. Staff noted those market-area improvements are part of phase 1 projects supported by grant funds.
No formal vote on contract awards was recorded at the meeting; staff said the RFP response and firm selection processes are imminent and will return to the committee or selectmen when formal procurement decisions are required.
