Douglas City Commission approves consent agenda, schedules ordinance hearings and authorizes board vacancy advertisements

Charlie Davis, the city manager, read the two consent items and presented the airport drainage project for approval. "We have 2 items coming over on the consent agenda," Davis said as he summarized the items the commission would vote on. The motion to approve the consent agenda was moved, seconded and approved by voice vote.
During discussion of the airport drainage improvement project, a commissioner asked how the city received only a single bid for the work. Steve Bailey, the mayor pro tem who later delivered the invocation, raised the question: "How do we only get 1 bid?" Alyssa Fussell, a city staff member presenting the project, replied, "That's just what we got." The commission moved the project forward on the consent agenda without further amendment.
The commission also carried forward for first reading two ordinance amendments. Davis said the panel would take the first reading of an ordinance amending alcoholic beverage distance requirements and measurements; a formal reading of the ordinance language was presented later in the meeting and the second reading and public hearing were scheduled for May 11, 2026. A separate amendment to the unified land development code addressing daycare and childcare centers (section 1-11-246) was likewise read for the first time and scheduled for a second reading on May 11, 2026.
On personnel and board matters, Fussell told the commission that staff requested permission to advertise two unexpired seats on the Douglas Farmers Market Board for two weeks; the commission approved advertising and asked staff to return applications at the next meeting if received. Davis also asked permission to advertise four positions on the library board, two of which the staff recommended for reappointment; the commission authorized advertising and directed staff to bring candidates back for consideration.
The meeting closed with a motion to adjourn. The commission recessed the work session and proceeded into the regular meeting, where the invocation and the Pledge of Allegiance preceded the formal votes and readings.
What happens next: The two ordinances will return for second readings and a public hearing on May 11, 2026; recruiting for the Farmers Market and library board vacancies will proceed per the advertising schedule approved by the commission.
