Boulder — During a June 2 work session the Boulder Town Council reached consensus to simplify Chapter 111 (Alcoholic Beverages) and limited local consent criteria to basic administrative tests such as proper zoning and possession of a town business license. Council Members Josh Ellis and Lacy Allen were assigned to draft a plain-language revision for a July working draft and potential August adoption after legal review.
Town Clerk Elizabeth Julian reported the town attorney reviewed the December-amended Short-Term Rental Regulation (RSTR) ordinance and updated application and identified minor language changes to ensure enforceability. The attorney recommended the transition from a first-in, first-out waiting list to a lottery system be explicitly clarified. The recommended timeline calls for a redlined draft and memo to the Planning Commission for a public hearing and vote in July, followed by a Council public hearing and vote in August, aligning with related business license updates.
Council also discussed Tree City volunteer-group suggestions for open membership in volunteer committees and assigned Council Members Ellis and Karlsson to finalize draft comments for legal review. Several items were framed as work-session assignments; no ordinances were adopted at the June 2 meeting.
