Humboldt County supervisors approve hires, emergency plan and easement; open bids for surplus patrol car

The Humboldt County Board of Supervisors on July 21 approved several personnel and infrastructure items, accepted an emergency plan and opened bids for a surplus patrol vehicle.
The board approved hiring Scott Burtch as a deputy sheriff, at 70% of the sheriff’s wages, with a start date of August 1, 2025. The motion to hire Burtch was moved by Supervisor Reimers and seconded by Supervisor Rasmussen and was recorded as approved (“All voting aye”).
EMA Director Kyle Bissell presented the county’s Emergency Action Plan, which he recommended be reviewed yearly. Supervisor Carpenter moved and Supervisor Rasmussen seconded a motion to accept and place the plan on file; the board recorded approval.
Deputy Sheriff Cory Lampe opened seven sealed bids for a surplus Dodge Charger patrol vehicle and announced individual offers from Luke Bonstetter ($2,025), Bill Chambers ($2,000), Emergency Remarketing ($2,378.18), Tim Caya ($2,967), Elizabeth Watnem ($2,600), Cathy Fleischhacker ($3,002) and Ringwood Motors, whose $3,580 bid was identified as the winning offer.
The board recessed its supervisors’ session to convene as trustees of Drainage District 11, Sub 1 to consider proposed drainage improvements and then reconvened as the Board of Supervisors.
A separate personnel action approved Jamie Campbell as Medical Examiner Investigator per the recommendation of Dr. Benjamin Paul; that motion was moved by Supervisor Rasmussen and seconded by Supervisor Loney and recorded as approved. The board also approved an Agreement for Easement from Kurt May for installation of farm drainage tile along 210th Street adjacent to sections 25 and 36 in Grove Township after a motion by Supervisor Carpenter and seconded by Supervisor Rasmussen.
Other routine business included approval of the agenda and minutes, authorization for Midland to work in the county right-of-way near 1651 Pine Ave., and tabling a tax-abatement request for the US Bank property on Sumner Avenue at the request of Joel Armitage of Sande Construction. Committee reports noted drainage tile research and an earlier Conservation Board meeting.
