Council grants one-year extension for Stone Creek preliminary plat; developer sought three years

The City of Belgrade on July 6 approved a one-year extension to the preliminary plat for the Stone Creek subdivision (formerly Black Rock), rejecting the developers' request for a three-year extension.
Brad Stein, senior planner, explained the subdivider requested a three-year extension to allow time to finish DNRC place-of-use revisions and complete infrastructure work. Staff recommended a one-year extension so the city can review progress annually. Ethan from Alpine Surveying and Engineering, representing applicant Westtown Holdings, and developer John Rosa described multiple years of work, conditional approvals on three phases, the need for a regional lift station and repeated delays tied to the state's place-of-use permit process. Rosa said the developers had installed portions of the force main and were self-funding the lift-station work.
City counsel/attorney advised the council that statute permits up to a three-year extension but said staff recommended one year given the pace of growth and consistency across developer requests. A council member moved to approve a one-year extension for the preliminary plat conditions, extending the approval to 06/26/2027; the motion carried.
Developers and staff will return for review next year. The council's action preserves the city's option to re-evaluate project progress annually while noting the developers' contention that the delays are out of their control.
