River Ridge CDD adopts FY2024/25 budget and approves special assessments

The River Ridge Community Development District Board on Aug. 27, 2024, held a public hearing and adopted the fiscal year 2024/2025 budget and a companion resolution imposing special assessments for the coming year.

District Manager Chuck Adams told the Board the budget in the published agenda contained scrivener errors, including the description for street sweeping, and staff corrected the document before the hearing opened. No property owners spoke during the public hearing and no public emails were received, Mrs. Adams said. On a motion by Mr. Kurt Blumenthal, seconded by Mr. Robert Twombly, the Board adopted Resolution 2024-07, relating to annual appropriations and authorizing budget amendments, as amended.

District counsel Tony Pires then recommended opening the public hearing on the determination of benefit and the assessment roll. No affected property owners spoke. Staff instructed deletion of references to “Exhibit B” from Resolution 2024-08; the Board adopted the resolution, on the same motion pattern, making a determination of benefit and imposing special assessments for FY 2024/2025 as amended.

Both votes were recorded as passing "with all in favor." The Board did not record individual dissenting votes on the transcript. The adopted budget and assessment resolution include standard provisions authorizing budget amendments and providing effective dates. The Board also discussed compliance tasks tied to recently enacted reporting requirements for special districts.

The Board directed staff to post required documents and follow the typical administrative steps associated with budget and assessment enactment. The district’s next meeting is Sept. 4, 2024, when staff will continue routine agenda work.
