Diamondville council adopts two code amendments, advances mobile‑home rule and updates personnel policies

The Diamondville Town Council on Jan. 19 approved two code changes and moved forward on a third, and it approved updated personnel job descriptions.
Mayor Eric Backman called the meeting to order at 6:00 p.m. and the council considered several items carried over under unfinished business. Council Member Robert Sawaya moved to approve on second reading Ordinance 493, which amends Chapter 8, Section 8.15 of the Town of Diamondville Code to establish building permit term limits and to require compliance with applicable local, state and federal laws; the motion was seconded by Council Member Nicole Petersen and carried unanimously. Council Member Sawaya also moved to approve on second reading Ordinance 494, which removes the fees section in Chapter 11.30 and provides that fees will be established by separate resolution of the governing body; that motion was seconded by Council Member Sherrol Sloan and approved unanimously.
Council Member Sherrol Sloan moved to proceed with amending Ordinance 10.40.020 to remove the conditional‑use permit requirement for mobile home parks located in R‑2 and Commercial zones; Council Member Petersen seconded and the motion carried. The council took that procedural step to advance the code change for whatever additional steps are required by the ordinance process.
On personnel matters, Council Member Sawaya moved to approve updated job descriptions, including a new Public Works Employee job description, and to direct staff to prepare a resolution updating the Employee Policy Handbook; the motion was seconded by Council Member Sloan and carried unanimously. A draft Title 1 review also was presented; councilmembers agreed to continue review of that draft at the Feb. 16, 2026 meeting.
Votes and motions recorded in the meeting minutes indicate the actions carried by unanimous voice vote among the members present. No public testimony was recorded on these items during the meeting.
Next steps: Ordinance 493 and 494 were adopted on second reading at this meeting; the mobile‑home‑park amendment was advanced for subsequent ordinance processing; staff will prepare the employee handbook resolution for future council action and the Title 1 draft will return to the Feb. 16 agenda for further review.
