Planning board approves pond permit, two RV variances and small rezones; tables setback dispute

The Effingham County Planning Board approved a series of routine land-use items and took one procedural action at its Aug. 13 meeting.
The board approved a permit for a pond less than one acre at 2643 Courthouse Road (agent Bo Langham) on a motion by Mr. Brad Smith, and approved two 12-month occupancy variances allowing temporary RV use while applicants renovate or build homes: Kenneth Souls at 277 Horseshoe Road and Edward Vance at 1717 Shawnee-Egypt Road. Staff recommended approval of those variances and the board adopted them with staff conditions.
The board also approved two small rezones (595 Arnsdorff Loop and a one-acre portion at 108 Oak Street) to allow subdivision for new home sites; no speakers were present on those items. A requested reduction in accessory-structure setbacks (1.5 feet) generated a dispute about recorded plats and later surveys; the board tabled that variance to allow the adjacent property owner to provide survey evidence for staff review. Finally, a larger rezoning request for roughly 221.87 acres on Goshen Road was postponed by the applicant.
All approved items will be transmitted to the Board of Commissioners for the Sept. 3 public hearing and further action as required by county process.
