Effingham planning board denies request for commercial truck parking on Midland Drive

Effingham County’s Planning Board unanimously denied a conditional-use request to allow commercial truck parking at 238 Midland Drive on Aug. 13, citing the character of the subdivided neighborhood and public-safety concerns. The board’s decision sends the matter to the Board of Commissioners as a public hearing item Sept. 3.
Senior Planner Chelsie Fernald presented the application and the staff recommendation; she told the board staff identified the situation as an active code-enforcement matter. Applicant representatives said the vehicles are stored, not serviced, at the site. "The vehicles are just parked; they don't work," said Rigo Rodriguez, who identified himself as a field supervisor for the company named in the application and said some workers live on-site.
A neighbor, Jason Sanders, described repeated problems with large trucks on Midland Drive. "There have been semis blocking our road for two weeks," Sanders said, and alleged the residence is over-occupied. Sanders told the board the extra truck traffic has created safety risks for his small children and impaired school-bus access.
Board members discussed options such as screening and site-plan conditions but focused on whether the proposed use fits a subdivided, residential area. "This is a subdivided neighborhood; parking six commercial vehicles is not a justifiable variance," said Mr. Ryan Thompson, who moved to deny the conditional use. Mr. Peter Higgins seconded the motion; the vote was unanimous among attending members (Chairman Dave Burns, Thompson, Higgins and Mr. Brad Smith).
Because the application is a local land-use conditional request, the board’s recommendation and the record will be forwarded to the Board of Commissioners for the public hearing on Sept. 3. The county’s staff and code-enforcement records will remain the primary sources if enforcement or further remedies are pursued.
