Board approves 526,000-square-foot industrial site plan and backs BEAD broadband match

Effingham County commissioners on Jan. 7 approved a site plan for a 526,000‑square‑foot distribution warehouse on Catfish Drive and took steps to support broadband expansion and industrial traffic routing.
Land Use Planning Analyst Sapp and C.J. Chance of engineering firm Hussey, Gay, Bell described a site plan for Savannah Industrial Development LLC that includes two access points on Catfish Drive. The Board approved the site plan subject to conditions: compliance with U.S. Army Corps wetland delineations, adherence to ADA accessibility standards, satisfaction of emergency responder access and operation requirements, installation of fire suppression systems for the warehouse and demonstration of emergency responder radio coverage per the International Fire Code.
Separately, County Manager Tim Callanan outlined a memorandum of understanding among the county and several industrial firms (SFG GITC West, DCP Purchaser Inc., Diamond Concrete Products Holdings LLC and Hollingshead Materials LLC) to construct a connector road to divert concrete trucks from Hodgeville Road to Effingham Parkway. The Board approved the MOU with a condition prohibiting truck traffic to new buildings until Effingham Parkway is completed.
The Board also approved a $100,000 financial commitment and letter of support for Planters Communications' BEAD (Broadband Equity, Access, and Deployment) grant application to help fund broadband build‑out in underserved areas.
Commissioners approved all three actions unanimously.
