Effingham County approves $47.4M wastewater package and awards multiple road and utility contracts

The Effingham County Board of Commissioners on Jan. 7 ratified a contingency amendment for the county's wastewater expansion project and approved a series of construction and procurement contracts intended to move multiple capital projects into the delivery phase.
County Manager Tim Callanan told commissioners the county secured a state grant for expansion of the wastewater treatment plant and staff recommended an amendment that adds $5.7 million, bringing the project to an estimated $47.4 million under the preferred alternative. The Board ratified and approved the contingency amendment unanimously.
In related infrastructure actions, the Board awarded a $4,276,000 contract to Reeves Construction Company for widening and resurfacing 8.03 miles of Blue Jay Road and approved a $2,661,038.40 contract to JA Long, Inc. to build a single‑lane roundabout at Hodgeville and Blue Jay Road. The Board also approved contracting Moye Electric Company to construct a traffic signal at State Road 21 and McCall Road with fiscal year 2025 budget funds.
Procurement and Contracts Manager Danielle Carver summarized a competitive procurement for a 2.0 MGD wastewater treatment plant; the Board ratified Ruby‑Collins, Inc. as the selected contractor and confirmed that the award was signed late in the prior year to meet ARPA allocation deadlines.
The Board approved a developer agreement to extend water and sanitary sewer infrastructure toward the Baker Hill development, with project costs noted at $783,838 and a cost‑sharing structure intended to recover a portion of the expense from the developer. It also approved a change order for the Hodgeville sanitary force main project that increases the engineering budget by $5,000 for wetland coordination and authorized a Task Order modification with a not‑to‑exceed total of $91,500.
Commissioners also authorized purchases and project work intended to support county operations: a three‑year lease for 10 ruggedized laptops and vehicle mounts for EMS; two new motor graders and an excavator to replace aging equipment; installation of LED sports lighting at McCall Park; and procurement of office furniture for the new administrative building.
