Harrison County commissioners approve routine financial moves, updates to travel policy and sheriff purchases

Harrison County commissioners on Jan. 14 approved a series of routine fiscal actions and department requests, including a $35,990.45 line-item transfer, payment of regular bills, approval of payroll, travel-policy updates, a budget amendment for hailstorm vehicle repairs and multiple sheriff’s office requests.

The county auditor presented unaudited November 2024 financials, reporting a fund balance of $23,931,778 and pointing out two funds with negative balances that will be corrected once grant revenue is recognized. The auditor said general-fund collections of $1,301,382 lagged year-earlier collections of $1,996,677, a difference of $695,295 driven largely by tax timing and about $200,000 of lower investment income.

Following the auditor’s report, commissioners unanimously approved a request to transfer $35,990.45 between line items. The court then approved regular-bill payments and payroll for Dec. 29, 2024, each by unanimous votes. The commissioners also adopted a clarified travel policy that specifies mileage as the basis for determining the most direct route (the policy now references IRS mileage rates), and they approved a budget amendment to recognize insurance proceeds and expenses for vehicle repairs from a Feb. 11 hailstorm.

During administrative reports, the Road & Bridge director said crews are shifting from hurricane-barrel cleanup to pothole patching and overlays and that the department will coordinate with FEMA on remaining cleanup numbers. Commissioners approved a batch of utility applications (primarily Etex Telephone Co-op fiber installations), and they approved the final plat for the Buchanan Addition subdivision (a private five-lot subdivision of about 4.151 acres in Precinct 3) after a presentation from road staff.

The sheriff’s office reported activity for Nov. 27, 2024–Jan. 7, 2025, and the court accepted a $250 monthly donation to the sheriff’s K-9 program from David M. Thomas. Commissioners also approved the sheriff's Chapter 59 (seizure) budget for 2025 and a Cellebrite UFED 4PC Ultimate subscription for $7,000 (coverage noted as 02/04/2025–02/03/2026), which the sheriff’s representative described as an upgrade to existing investigative software.

All votes recorded during the meeting were unanimous where stated (4 to 0). The court approved transcribed minutes from the Dec. 31, 2024 meeting and recessed for a brief break before a scheduled presentation on the animal shelter.

What to watch: The auditor signaled timing-driven revenue shortfalls that will be clearer in December and January collections; the travel-policy update aligns county mileage reimbursement with IRS guidance and the sheriff’s technology purchase will be part of ongoing evidence-extraction capabilities.
