Members suggested alternative approaches: securing land or rights from a nearby property owner for a control structure, adding a picnic area to justify land use changes, or pursuing a state‑built solution through Parks and Recreation. Several members recommended approaching Parks and Recreation first and noted any construction would require permits and coordination with state agencies.
The board agreed to await written guidance from parks staff and to raise the question with the new parks superintendent, who staff indicated may be available to attend a future meeting.
