City Administrator outlines capital plan, budget timeline and upcoming rezoning hearing for Mainline Estates

City Administrator Hutchison briefed the Joint Committee of the Whole on several administrative items related to capital planning, the budget schedule and a pending rezoning request.
Hutchison said he is continuing work on a five‑year capital improvement plan and will devote significant time in July to the 2025 budget preparations. He reported the Joint Review Board — composed of taxing jurisdictions — will convene July 15 for the annual tax incremental district (TID) review, and that department heads will meet in early August to review proposed 2026 operating budgets.
Hutchison also notified the committee that the Plan Commission will hold a public hearing at 6:30 p.m. on July 17 to consider Mainline Estates, LLC’s request to rezone an agricultural area north of the Kwik Trip to Multi‑Family. He said the city arranged an informal meeting the prior Thursday where roughly a dozen residents met with Kevin VerHagen of Mainline Estates, LLC and Steve Bieda of Vierbicher to review the project. Hutchison noted that council members may attend the Plan Commission hearing as observers but will not take official action at that meeting.
