City staff (speaker 1) reported the city’s required annual report to the state utility regulator (NPSC) was overdue since January 2026 but has now been submitted after staff (Isaiah Woodson and Jessica Talmante) gathered the necessary information. NPSC representatives visited, identified report discrepancies and will return in about three months for an annual audit and again in six months to check progress.
Staff said the natural-gas supervisor left in March; a previously hired supervisor was to start April 27 and the city has advertised for additional natural-gas personnel. City staff and MPUA (Municipal Power Utilities Association) are assisting with training and evaluations; MPUA will provide on-site evaluations and be used as a cost-saving alternative for some certification activities.
The council was briefed on cross-training of existing employees and the city’s effort to establish municipal support agreements with nearby jurisdictions for emergency assistance; no formal enforcement action or sanctions were discussed.
