Lower Heidelberg supervisor Chip Bilger resigns; board approves consent agenda and two amendments

The Lower Heidelberg Township Board of Supervisors accepted the resignation of Supervisor Chip Bilger and approved three unanimous measures at its Feb. 17, 2026 meeting.

Chip Bilger, a township supervisor, submitted a written resignation announcing he is moving out of the township; the board expressed appreciation for his service. The resignation was recorded under new business.

The board also approved a set of routine and procedural actions. Vice Chair Cheryl Johnson moved to amend Papermill Estates Escrow Release #5; Member Chip Bilger seconded and the motion was approved unanimously. Later in the meeting Johnson moved to amend the township's snow emergency streets list; Bilger seconded and that motion likewise passed unanimously. Separately, Member Chip Bilger moved to approve the consent agenda — which included the January Board of Supervisors meeting minutes, the January bill list, and the treasurer’s report — with Vice Chair Cheryl Johnson seconding; the consent agenda passed unanimously.

The votes were recorded as unanimous among the three supervisors present: Chairperson Paul Prutzman, Vice Chair Cheryl Johnson and Member Chip Bilger. No roll-call vote breakdown beyond unanimous approval was recorded in the minutes.

The board did not record additional actions related to the resignation at the meeting (such as appointment of a replacement). The supervisors announced the next workshop for March 10, 2026, if needed, and the next regular meeting for March 17, 2026 at 3:00 p.m. The meeting was adjourned at 3:35 p.m.
