Commissioners approve revised 15‑building senior housing plan for Eagle Road

The Radnor Township commissioners voted to approve a revised plan for a 15‑building senior housing development on Eagle Road after the project's owner and engineer described design changes intended to improve circulation, sight lines and emergency access.

Greg Lingo, who identified himself as the property owner, told the commission the project is a revised iteration of a plan that began development in 2020. "So far, we have 65 deposits on what we're calling phase 1," Lingo said, and he said the team hopes to begin vertical construction in the spring so the first residents could move in in the winter of 2028, with overall buildout around 2030. Lingo also said the applicant sought and received relief from the zoning hearing board on steep‑slope issues.

Rob Lambert of Site Engineering said the number of units and general configuration remain the same but the plan shifts the assisted‑memory‑care building closer to the property line to improve the view for drivers entering the complex. Lambert described a new perimeter driveway that allows full circulation for emergency services, a separated ingress and egress with a landscaped boulevard and added pedestrian and delivery access points. "We were able to provide that full circulation around the perimeter of the buildings," Lambert said, and noted the design changes followed consultations with emergency responders.

Staff told commissioners they received two review letters, from Gannett Fleming and Gilmore Associates, and characterized most outstanding items as cleanup that the applicant had agreed to address. Commissioner questions touched on sight‑distance at garage exits, driveway widths and whether signage would direct traffic; Lambert said grading and internal controls could resolve corner sight lines and that signage will direct drivers to the main entrance.

During public comment, resident Joe Cassey asked about the construction timeline. Lingo reiterated the deposit count and schedule and said the initial building and amenity center are slated for phase 1.

Before the vote the record shows Commissioner Kunda recused himself from the matter. The revised plan (described in the hearing record as "passage of 2 1 7 3 8 4 dash 10 75 revised") passed with a 4‑0 tally and the stated recusal. The applicant said it will coordinate with township staff to resolve the review letter items prior to further permits.

Next steps for the project are municipal coordination on outstanding review comments and the applicant's permitting process; construction sequencing and final engineering details will be handled through the township's normal plan‑approval and inspection processes.
