Algoma staff briefed the Finance and Personnel Committee Sept. 16 on a proposed refinance of the sewer fund’s remaining loan balance and the committee voted to recommend the refinance to the common council.
Staff explained the remaining balance is roughly $617,000 (discussants referenced a figure near $690,000 as well) and that the proposed 5‑year financing would keep principal payments unchanged while increasing interest costs because current market rates are higher than when the prior note was issued. Staff said the new note would carry an interest rate near 4.5% and include a payment of about $370,000 at the end of the 5‑year term.
Committee members discussed alternatives, including longer‑term financing such as clean‑water loans, and noted the city has previously used repeated short refinancings rather than a single long term. Staff said refinancing now avoids taking a large paydown from the sewer fund in November and keeps annual debt payments spread across the term.
Action: the committee moved and seconded a recommendation to the common council to proceed with the proposed sewer debt refinance; the motion passed on roll call and will be forwarded to council for final action.
