Public participation: rally route request and a resident’s demand for apology draw attention

During citizen participation the council heard two sustained public-comment threads that drew notable attention: rally organizers seeking routes and a resident demanding a public apology for alleged remarks tied to an executive session.

Jim Ealer, speaking as a rally organizer, proposed several route options for future rallies and smaller events in and around Cuba Hood Park and the industrial area. He asked the city and volunteers to help secure permissions from homeowners and right-of-way owners for a safer loop and offered his phone number for follow-up.

A separate public commenter (speaker 7) denied allegations that had circulated on social media and said those claims had harmed his reputation since he began running for alderman. He said he had learned of an executive session called by then-mayor Kevin Copeland and alleged the discussion did not fit the requirements for closed session topics. He demanded a written apology to be read in open session from four city representatives he named: Kevin Copeland, Lane Garbo, Karen Groot and Karina Rice.

Other members of the public also spoke in defense of the accused resident, saying they had witnessed the original incident and arguing the allegations were false. The council did not adjudicate the claims during the meeting; the public-comment forum recorded statements and names but no formal council response or vote addressing the allegations appears in the transcript.
