Committee approves up to $50,000 in TID funds for three street and drainage repairs

The Finance & Personnel Committee approved a time-and-materials contract not to exceed $50,000, to be paid from Tax Increment District (TID) funds, for three local street and drainage repairs.

Presenter (speaker 6) said excess funds remain in TID 4 after completion of an apartment complex project and outlined three targeted projects: repairing radius returns and repouring curb and pavement at the southeast and southwest corners of 6th Street and Clark Street; regrading an alley and installing a piped connection to prevent water entering a neighboring homeowner's garage; and lowering and repouring a catch basin and about 15'20 feet of curb/blacktop across from the grocery store (referred to in the meeting as Denny's).

The presenter said Peters (a contractor on site for other city work) could begin as early as the following day and that the work would be charged to the TID, not the general fund. One homeowner would pay a $1,000 contribution toward a driveway apron work noted in the alley project.

A motion to proceed was made and seconded; the committee approved the measure by roll call (recorded "Yes" responses by members) and the work was authorized to proceed under a time-and-materials agreement not to exceed $50,000.

Why it matters: the projects are intended to fix local flooding points and damaged curbs/blacktop using leftover TID funds so general-fund money is not expended. The committee emphasized the work addresses immediate public infrastructure deterioration.

The presenter said staff will coordinate scheduling and contractor tasks and return with any required documentation to the council.
