The Winchester Selectboard entered nonpublic session on May 13 under RSA 91-A:3II to consider personnel matters. When the board reconvened in public at 8:20 p.m., members announced they had accepted the resignation of Fire Warden Tim Pelkey with regret and approved the recommendation from WFD Fire Warden Tim Pelkey and WFD Chief/EOC Director Barry Kellom to appoint John Bebey as the new fire warden.
Selectman Jack Marsh moved to seal the nonpublic minutes under the statutory exceptions; the motion was seconded by Selectman Herbert C. Stephens and the motion carried. The nonpublic-minute document attached to the meeting notes recites that the board relied on RSA 91-A:3II(a,b,c) as the basis for closing the session. Selectman Ben Kilanski recused himself and left nonpublic session at about 7:30 p.m. before the board reconvened in public.
The board made the personnel decisions during the nonpublic session and recorded them in the public meeting record after reconvening, as permitted by the statute and the minutes submitted by the town administrator.
