Richmond Planning Commission recommends 2025 comprehensive plan to city council

The City of Richmond Planning Commission voted Sept. 25 to recommend the 2025 Final Comprehensive Plan to the Richmond City Council after a presentation by a consulting firm.
Kendra Ellner of HKGI presented the draft comprehensive plan to the commission via Zoom and reviewed the document. Commission members discussed the draft and raised a few minor suggestions for edits, but no substantive changes were recorded at the meeting.
Commissioner Jon Person moved to approve the recommendation of the comprehensive plan to the city council; Commissioner Chuck Merten seconded the motion, which passed. Earlier in the meeting, Commissioner Chuck Merten moved to approve the agenda, seconded by Commissioner Jon Person; that motion passed. The commission also approved the minutes from its June 26, 2025 meeting on a motion by Merten, seconded by Person.
City Administrator Stacy Kalthoff told commissioners the packet included a permit list covering permits pulled in July and August; she reviewed the list with the board but no formal action was taken on individual permits during the meeting.
The commission set its next meeting for Oct. 23, 2025. Commissioner Ken Gertken declared the meeting adjourned at 7:42 p.m. City Administrator Stacy Kalthoff is listed as the meeting's recorder in the minutes.
