Planning commission forwards variance for shed at 22 Central Ave after neighbor setback concerns

The City of Richmond Planning Commission on Oct. 23 moved a variance request for a shed at 22 Central Ave to the city council after commissioners raised concerns about how a proposed 18-inch setback would affect a neighboring property.
City Planner Kendra Ellner of HKGI described the variance and said a recent survey showed a shed associated with the Falcon Bank property encroaches onto a neighbor’s lot. Commissioner Jim Hemmesch asked where the setback line would fall relative to the home and the shed and noted the bank’s requested 18-inch allowance would leave only about 5 inches between the bank’s property line and the neighbor’s air-conditioning unit.
Hemmesch also asked whether, in the event of a fire or other loss, the resident could rebuild in the same location given the setback. Ellner said she would reword portions of the variance to ensure a resident could rebuild in the same spot if the structure were destroyed, and to clarify the exact setback language.
After the public hearing was opened and closed by Commissioner Ken Gertken, Commissioner Jim Hemmesch moved to forward the variance request to the Richmond City Council for approval; the motion was seconded by Commissioner Chad Vogt and passed. The commission record states the shed length is 26 feet and that the resident would be conceding an 18-inch intrusion rather than the full 26-foot length of the structure.
The matter will appear on a future council agenda for formal action; the planning commission did not adopt the variance or set final conditions, but recommended council review after the planner’s revised wording.
Meeting attendees listed in the record include City Administrator Stacy Kalthoff, Deputy Clerk Jen Rausch, planner Kendra Ellner (HKGI), a Falcon Bank representative Emily Massmann, and residents Max Monnens and Deb Vogt.
