Planning commission recommends updated zoning map to city council

Kendra Ellner, a consultant with HKGI, presented an updated official zoning map to the City of Richmond Planning Commission on June 26 and outlined changes driven by annexations, rezonings and subdivisions since 2014.
Ellner said the city has grown from about 500 acres in 2014 to roughly 800 acres today and that the 2014 map no longer reflects subsequent land-use actions. Commissioners noted several parcels that appear to be mislabeled on the draft map — including houses on Hall Ave listed as Neighborhood Business where commissioners said they should remain single-family residential — and asked Ellner to correct those parcels before the map goes to council.
Commissioners also discussed the city’s use of two separate code books — one covering the older part of town and another for newer areas — and encouraged staff and consultants to consider consolidating the codes to reduce confusion for homeowners and developers.
Commissioner Chad Vogt moved to recommend the revised map to the Richmond City Council with the adjustments identified by staff and commissioners; Commissioner Jim Hemmesch seconded the motion, which passed. No public comments or written objections were reported during the hearing.
The commission’s recommendation sends the updated official zoning map to the City Council for final consideration; staff and the consultant will return with corrected parcel designations as requested by the commission.
