Resident urges council to protect pool affordability, proposes sliding-scale or punch-card option

A resident told the City of Cuba council that a proposed shift toward full monthly pool passes could make the pool unaffordable for many local users and urged officials to consider alternatives.
"They're not gonna be able to afford it if you guys go to full pass, punches," the resident said, arguing that a punch-card option would better serve sporadic users and that a $5 increase should not apply to veterans, the elderly or residents who can document low-income status such as enrollment in food assistance.
The resident said the pool is one of the community's few amenities and warned that higher fees could reduce use and drive subsequent revenue shortfalls. "So it's gonna probably create a deficit in a pool more because people will have amenities drive further," the speaker said.
Council members and staff discussed options, including a $5 increase mentioned by one council member and a sliding-scale or targeted discount for veterans and low-income households proposed by the resident. The resident suggested using proof such as food-stamp enrollment to qualify for reduced rates.
The council did not adopt any fee change during the meeting. Officials said they would weigh budget implications and affordability concerns before acting in future budget discussions.
The issue remains before the council pending further budget review and any formal ordinance or fee schedule amendment.
