Selectboard accepts $14,900 RTP grant for 1,000-foot Ashuelot Rail Trail segment

At its May 20 meeting the Winchester Selectboard unanimously approved accepting and expending a $14,900 Recreational Trails Program (RTP) grant for a 1,000-foot section of the Ashuelot Rail Trail behind Monadnock Speedway.
Selectman Ben Kilanski read the public hearing statement. Town Administrator (T.A.) Miner told the board the grant applies specifically to a section of trail behind Monadnock Speedway that has no culvert. Selectman Theresa Sepe moved to open the public hearing; Selectman Herbert C. Stephens seconded and the board voted to enter the hearing.
Selectman Jack Marsh noted the vendor quotes had been provided to the board in March of the prior year and that T.A. Miner would confirm whether those quotes still stand; if not, the board said the project will need to go back out to bid. After hearing no questions from the public or board, Selectman Sepe moved to close the public hearing. Selectman Stephens seconded; the motion carried.
Selectman Stephens then moved to accept and expend the RTP grant in the amount of $14,900; Selectman Trevor Croteau seconded the motion, which carried 5-0.
The acceptance authorizes the town to use the RTP funds for the specified rail-trail section; project timing and vendor selection remain subject to confirmation of quotes or rebidding as necessary.
