Mandeville council adopts social media policy, formalizes appointments process and approves event permits

The Mandeville City Council on March 12 adopted a personnel social media policy and a new process for appointing members to boards and commissions while approving multiple routine permits and contract amendments.
Councilman Scott Discon moved to adopt Ordinance 26-07, adding a social media policy to the municipal employees’ civil service rules; Councilwoman Cynthia Strong-Thompson seconded the motion, and the ordinance passed 5–0. The ordinance amends personnel policies (Part I, Rule 2) to establish Section 2.12 on employee social media use.
The council also adopted Resolution 26-08, introduced by Councilwoman Strong-Thompson, creating a formal, multistage review process for appointments and term renewals to city boards and commissions. Councilman Kevin Vogeltanz unsuccessfully moved to postpone consideration; the postponement motion failed and the council then voted to adopt Resolution 26-08 unanimously.
On zoning matters, the council took up Ordinance 26-03 (amending general definitions and waterfront/planned-district provisions) but agreed to postpone consideration so members could consult property owners. Councilman Jason Zuckerman moved to postpone action to the April 9 meeting; the motion carried 5–0.
Several event permits and routine consent items were approved. The council adopted the consent agenda after Councilwoman Cynthia Strong-Thompson moved to remove two items for separate consideration. Among items approved on consent were special-event and alcohol-permit applications for the Mandeville Lion’s Club Food Truck Festival (May 9, 2026) and George’s Mexican Restaurant’s Cinco de Mayo event (May 5, 2026), contingent on required inspections, permits, and securing police detail when noted.
Item #3 (Heroes at Home’s Mandeville Family Reunion on May 24, 2026) had been removed from consent for discussion. In New Business, Councilwoman Jill Lane moved to approve the Heroes at Home permit for the Lakefront; a councilmember asked about police staffing for the event, and Mayor Clay Madden replied that attendees move in and out throughout the day and the event would not generate mass traffic. The permit was approved unanimously.
The council also authorized the mayor to execute Amendment No.2 to the city’s professional services agreement with CSRS, LLC (Resolution 26-06) to allow that firm to testify in court on the city’s behalf. The motion to adopt was approved unanimously.
The meeting began at 6:00 p.m. and adjourned at 7:15 p.m. The council also adopted its February 26, 2026 minutes earlier in the meeting.
