South Zanesville council approves 2026 appropriations and a package of resolutions

The South Zanesville Village Council on March 2 approved Ordinance 2026-2 to make permanent appropriations for fiscal year 2026 and passed a set of resolutions addressing building-code enforcement, creating a village building department, a one-year part-time administrator services agreement, a water meter replacement and water line repair fee, and approval for Class B commercial driver’s license provisions.
Ordinance 2026-2: Greg Gibson moved to dispense with three readings and declare an emergency; Paul Lowe seconded. Roll-call votes were unanimous (Paul Lowe, Tim Adams, Ed Harlan, Don Stillion, Bo Coconis and Greg Gibson) and the motion carried. Paul Lowe then moved to pass Ordinance 2026-2; Tim Adams seconded. The roll-call vote to adopt was unanimous and the ordinance passed.
Resolutions: Council passed Resolution 1138 (requesting certification to enforce the Ohio State Building Codes) and Resolution 1139 (creating the South Zanesville building department and requesting certification as a sub-department of the Washington County/Southeast Ohio Building Department) on second reading with unanimous roll-call votes. The council also dispensed with three readings, declared emergencies where noted, and passed Resolution 1140 (one-year part-time administrator services), Resolution 1141 (water meter replacement and water line repair/replacement fee) and Resolution 1142 (Class B commercial driver’s license authorization). Recorded roll-call votes for each action were unanimous.
Earlier in the meeting, council approved routine financial items and minutes: Ed Harlan moved to accept minutes of the Feb. 2 meeting (seconded by Don Stillion); Paul Lowe moved to approve the Fiscal Officer’s corrected December 2025 bank reconciliation (seconded by Tim Adams); and Paul Lowe moved to dispense the Fiscal Officer’s bank reconciliation for January and February 2026 (seconded by Tim Adams). All three motions passed on recorded roll-call votes.
The meeting record lists the six council members voting "Yes" on the major measures: Paul Lowe, Tim Adams, Ed Harlan, Don Stillion, Bo Coconis and Greg Gibson. The council adjourned at 8:14 PM.
