South Zanesville council approves multiple emergency resolutions, accepts pickleball contract

The South Zanesville Village Council voted unanimously on April 6 to approve a series of emergency resolutions and related motions, suspend three-reading rules where noted, and move forward on several capital and personnel items.
Most of the votes were recorded as unanimous. Council read and adopted Resolution 1138 (requesting certification to enforce Ohio state building codes within the village) and advanced Resolution 1139 (creating a South Zanesville building department and seeking certification under the Southeast Ohio Building Department) after motions to proceed and recorded ayes. Greg Gibson moved to suspend the three-reading rule and pass Resolution 1143, which increases the monthly cell phone allowance for the mayor; the motion carried and the resolution passed as an emergency measure.
Council also authorized the Administrator to enter into an agreement with River Cities Builders Petroleum Services by passing Resolution 1144 as an emergency. Those votes were moved, seconded and recorded as unanimous. The council similarly suspended the three-reading rule and approved Resolution 1145 to participate in the ODOT winter road salt contract for 2026.
On unfinished business, Council accepted Midstate Recreation’s proposal for six pickleball courts (motion by Paul Lowe, seconded by Tim Adams). Council discussed permanent versus movable equipment, possible bleachers and an advertising/sponsorship program for signage; Don Stillion was assigned to bring proposed sponsorship figures back to committee.
Other formal actions during the meeting included a Finance Committee-approved payment of approximately $610 for a resident vehicle damage claim (moved by Greg Gibson, seconded by Don Stillion) and a personnel motion to remove employee Travis from probation to regular status (moved by Paul Lowe, seconded by Tim Adams). No recorded votes opposed any of the motions reported at the meeting.
Next steps: several items (sponsorship figures for the pickleball courts, financing options for larger purchases, and additional Finance Committee details) were referred back to committee for follow-up at future meetings.
