NHDES says culvert work on Pettengill Road likely requires wetland permit; town to monitor

A culvert installation and access-road proposal on Pettengill Road was flagged by the New Hampshire Department of Environmental Services at the Springfield Board of Selectmen meeting on March 9, which NHDES staff said likely requires a wetland permit.
The Board discussed the issue after James Yaegar reported meeting with the Selectmen and saying he believed no permit was required. Emmanuel Uwizeye, Wetlands Permitting Specialist in the NHDES Land Resources Management Water Division, responded in writing and explained that a wetland permit (notification) is required. Uwizeye wrote that the exemption rule Env‑Wt 901.03 does not eliminate all permit requirements and pointed the town to Part Env‑Wt 308 for exemption details. He said the project area appears to be within a Priority Resource Area, may have wetlands at the crossing, and is in the flood plain — factors that increase the need for a wetland permit and likely require verification by a Certified Wetland Scientist. Uwizeye also noted that NRCS would investigate the project site further to determine permit necessity.
Town staff recorded that the Zoning Coordinator will continue to monitor NHDES permitting progress and any NRCS findings. The board did not take formal action on the culvert at the March 9 meeting; the exchange was recorded for follow-up.
