Springfield selectmen approve rooftop solar, bunkhouse permits and schedule fee‑hearing

The Springfield Board of Selectmen on March 9 approved a pair of zoning permits, accepted the Zoning Coordinator/Health Officer report and set a public hearing for March 23 to consider an updated fee schedule.
Tim Bray, the town's Zoning Coordinator and Health Officer, reported that David and Susan Leathers received approval to install a rooftop solar array at 93 Main Street. Bray told the board the Leathers' parcel (0.97 acres) had no wetland or setback conflicts, no increase in impervious surface, and met zoning-ordinance requirements. Bray also reported approval for a 16‑by‑10‑foot timber-frame bunkhouse for Timothy Moulton and Rachel Bonneau at 1958 George Hill Road; that structure will have no water supply and was reviewed as complying with ordinance standards.
The report also outlined ongoing work on vested permits and short‑term rental applications. Bray said several vested special exceptions previously granted by the Zoning Board of Adjustment are awaiting site-plan submissions; updated "vested" application packets were sent to applicants on Jan. 1, 2026, and staff are awaiting formal submittals. The board reviewed specific STR follow-ups, including one special exception that expired without a site-plan submission and other incomplete applications for which application packets have been sent.
Chair Steve Dzubak moved to accept the Zoning Coordinator/Health Officer report; Jen Roberts seconded. Dzubak, Roberts and Vice Chair Amy Lewis voted in favor. Bray also presented a proposed fee schedule informed by comparisons with similar towns and said the schedule will be the subject of a public hearing at the board's next meeting on March 23 so the board can vote on it.
The board also handled routine administrative items: Planning Board driveway reviews, Building and Grounds repair quotes, and coordination on Meetinghouse repairs and library-ramp work. The board approved minutes for Feb. 23 and approved other routine permits during the meeting. The next Selectmen meeting is scheduled for March 23, when the fee schedule hearing will be held.
