Planning commission approves zoning text amendment to allow travel centers and define truck stops with an amendment

Planning staff presented a zoning text amendment (ZT2026‑002) to create definitions and special development standards for travel centers and truck stops and to allow travel centers conditionally in the Interstate Commercial District (ICD). The amendment would create definitions for heavy‑duty trucks, extended parking, travel centers and truck stops; add minimum parking requirements; and distinguish travel centers (which may offer showers and extended truck parking) from truck stops (primarily fueling with convenience retail).

Commissioners asked detailed questions about overnight parking and food service. Staff clarified that travel centers may provide extended parking and restaurant uses while truck stops would primarily be for fueling and quick convenience sales; staff said truck stops would not include extended parking or showers. "Travel centers will be allowed to have shower stations and extended parking for trucks that the truck stop uses will not," staff said.

Commissioners debated an amendment to the proposed definition of extended parking to remove a sentence that would have broadly prohibited extended parking outside the ICD and to add language describing vehicles parked longer than 12 hours. A motion to amend the zoning text to redefine extended parking so it applies to any occupied vehicle parked longer than 12 hours (personal, commercial or heavy‑duty) carried, then the commission approved ZT2026‑002 as amended.

The measure passed on a voice vote after commissioners discussed conditions and procedural steps for conditional use review in the ICD. The commission’s approval allows the city to review travel center and truck stop proposals case‑by‑case under newly adopted standards; site plans, hours of operation and other specific conditions would be decided during conditional‑use review and DRT/engineering review.
