Jennifer Hicks told the council she lives in the library district and has lived in the area for about 18–19 years. She said she is a teacher at Warsaw Community High School and is working toward a master’s degree in library and information sciences at Indiana University, and described the library board as having financial and technology expertise and former librarians on the roster.
Council members questioned board composition and qualifications before the vote. Councilmember (speaker 8) moved to approve Hicks’s reappointment, the motion was seconded, and the chair recorded the motion as carried 4–3.
The council asked that future appointment requests include resumes or background materials to give members more context before public questioning.
