Caddo Parish Commission honors top DWI officers, EMS telecommunicator and firefighters

The Caddo Parish Commission used its July 9 meeting to publicly recognize local first responders and emergency communications staff for statewide distinctions.
Commissioners read a special resolution honoring Corporal Daryl Council and Corporal Corey Sullivan of the Shreveport Police Department after the pair were named the state’s top and second-ranked DWI enforcement officers by Mothers Against Drunk Driving. The officers accepted the commission’s commendation and thanked colleagues and the community for support. "We make a lot of traffic stops," Corporal Council said, adding that much of the work occurs at night and requires family sacrifice.
The commission also read a resolution recognizing Fire Communications Officer Monica Cooper as the 2026 Louisiana EMS Telecommunicator of the Year. Assistant Chief Dusty Moore accepted the honor on Cooper’s behalf and described her as a calm, experienced dispatcher with more than two decades of service.
Finally, commissioners presented a resolution honoring members of the Shreveport Fire Department team that won first place at the 2026 Louisiana REMT Simulations War competition. Firefighters and department leaders described the training and teamwork that led to the award and noted the competition’s role in preparing crews for on-the-road emergencies.
The recognitions were adopted by unanimous consent during the meeting; commissioners offered public praise and framed the honors as examples of the parish’s broader public-safety partnerships.
