Findlay Township supervisors hire parks laborer, add Tribune-Review, adopt county hazard plan and OK signal-pole design

The Findlay Township Board of Supervisors on April 23 approved a series of routine administrative measures, including a personnel hire, a designation for legal advertising, adoption of a county hazard-mitigation plan and authorization of signal-pole specifications for Clinton Road.
Manager Tom Garrett recommended hiring Lori Cardillo as a Parks Department laborer, saying she currently works for PA DOT and is recommended to start April 27, 2026, at a starting rate of $22 per hour. Supervisor Thomas Gallant moved to approve the hire; Supervisor Raymond Chappell seconded and the motion passed with three ayes. The board recorded Supervisors Janet Craig, Thomas Gallant and Raymond Chappell as voting in favor.
Garrett told the board that the Pittsburgh Post-Gazette's sale to a nonprofit raised concern about whether the paper will continue to publish legal notices as required by the State; he recommended adding the Tribune-Review as an additional official Township newspaper for legal advertising. The motion to approve the Tribune-Review as an additional Official Newspaper of Publication was made by Gallant, seconded by Chappell and approved 3-0.
On emergency planning, Garrett said the Allegheny County Hazard Mitigation Plan is updated every five years to meet FEMA requirements and recommended the township adopt the county plan. The board adopted Resolution 2026-10 to approve Allegheny County's 2026 Hazard Mitigation Plan by unanimous vote.
The Police Department submitted a list of outdated records for destruction; the board approved Resolution 2026-11 authorizing destruction of specified police records following a motion by Gallant, seconded by Chappell, which passed 3-0.
On infrastructure, Garrett outlined signal-pole options for Clinton Road. The board approved the Allegheny County Airport Authority’s Signal Improvement Plan using standard galvanized signal poles. The motion was moved by Gallant, seconded by Chappell and carried with three ayes.
