Greene County commissioners approve $408,094 FAA airport grant, award $1.43M HVAC contract and authorize jail food-service RFP

Greene County commissioners on June 25 unanimously approved several fiscal and procurement actions, including a federal grant for airport planning and a major contract for wastewater-treatment facility HVAC upgrades.
Richard D. Gould, commissioner, moved approval of Resolution 26-6-25-5 to accept the Federal Aviation Administration FY2026 Airport Infrastructure Grant Agreement for the G.C. Lewis A. Jackson Regional Airport totaling $408,094, with a required State share of $21,479. The resolution states the funding will be used for a master plan update for the airport. Sarah J. Mays, commissioner, seconded the motion; Tom Koogler, Sarah J. Mays and Richard D. Gould cast aye votes on the roll call.
Also on the consent agenda, the board approved Resolution 26-6-25-6 accepting the low bid from Apex Mechanical Systems, Inc., of $1,429,987 for the Beavercreek WRRF and Lab HVAC improvement project. The Sanitary Engineering Department recommended the award; the engineer’s estimate was $1.3 million and the award falls within the 20% tolerance cited in the minutes.
The commission further authorized publication of a Request for Proposals under Resolution 26-6-25-4 for a food service contract covering the Greene County Jail, the Miami Valley Juvenile Rehabilitation Center and the Juvenile Detention Center. The RFP sets a proposal due date of July 22, 2026, at 11 a.m., to be delivered to 35 Greene Street in Xenia. The motion to advertise was moved by Commissioner Sarah J. Mays and seconded by Commissioner Richard D. Gould; the roll call recorded unanimous approval.
Other routine administrative measures on the agenda — including approval of travel and training expenses (Resolution 26-6-25-1), transfers of appropriations (Resolution 26-6-25-2), and personnel actions (Resolution 26-6-25-3) — were each moved, seconded and adopted by unanimous roll call votes.
Next steps: the minutes record that bid packages opened earlier the same day for law enforcement surveillance trailers and for a jail parking lot will be reviewed by the Sheriff’s Office and the Department of Development before recommendations are brought back to the board.
