Board continues hearing on KLPA forgivable loan for watershed study to Jan. 21

The Board of Selectmen continued a public hearing Jan. 12 on a KLPA warrant article seeking a forgivable loan to support a watershed study.
Steve Dolan, president of the KLPA, presented slides explaining the scope of the proposed study and the structure of a forgivable loan. Jeff Marcoux of the New Hampshire Department of Environmental Services answered questions about the forgiveness process and said DES has not observed failures to meet forgiveness requirements for similar programs.
Board members and members of the public discussed concerns about whether the funds must be raised and appropriated despite being a forgivable loan, and asked for careful legal review of the warrant language. Mike Thomas provided an example warrant article used for Perkins Pond to assist drafting. Selectman Jen Roberts moved to continue the hearing to Wednesday, Jan. 21 at 5:30 p.m.; Selectman Steve Dzubak seconded and the motion passed.
The board said it wants a full board present for any vote on placing the article on the warrant and requested revised warrant language and timely legal review.
