Council unanimously passes appropriation ordinances and employee allowances

The South Zanesville Village Council on May 4 suspended the three-reading rule and unanimously passed two ordinances adjusting the village’s 2026 appropriations and three resolutions including a new annual clothing allowance and a one-time fund transfer to the fire department.

Ordinance 2026-3 amended and revised specific line items in the 2026 appropriations and was approved after a motion to suspend the three-reading rule and a subsequent motion to pass the ordinance. Council then passed Ordinance 2026-4, which amended appropriations for the Mayor’s Court Fund 9901 and was also adopted following suspension of the three-reading requirement.

Council adopted Resolution 1146 to establish an annual clothing and boot allowance for full-time water and street department employees; the measure was moved and seconded and carried unanimously. Resolution 1147 authorized a one-time transfer of funds from the General Fund to the Fire Department Fund; the resolution passed on a unanimous vote. The council also passed Resolution 1148, described as a resolution to approve termination of public utility water services; council approved the motion after suspending readings.

All votes reported in the minutes were unanimous. Recorded voting for the listed motions shows Gibson, Coconis, Stillion, Harlan, Adams and Lowe voting in the affirmative on the motions recorded in the minutes. No dissenting votes were recorded.

Next steps: the ordinances and resolutions were declared emergency measures at the meeting and, per the minutes, took effect following passage.
