Ohio EPA finds eight violations; South Zanesville must file corrective action plan

Administrator Joe Miller told the Village Council on Dec. 8 that South Zanesville received an Ohio EPA inspection report on Dec. 4 identifying eight violations. Miller said about half the findings relate to paperwork and that none are considered life‑threatening or urgent, but the village must submit a corrective action plan within roughly 30 days of receipt.

Miller described one practical issue cited in the report: three on‑site scales, two of which were inoperable; the village has budgeted funds to replace the equipment and staff are ordering new scales. The Ohio EPA report also included 11 nonbinding recommendations to help guide improvements; Miller said village staff will incorporate many recommendations into the corrective-action response and follow-up work.

Wesley Wiseman, who oversees Water/Street, confirmed he will prepare and submit the corrective action plan. Miller said the deadline will fall around Jan. 3 given the Dec. 4 report receipt and that Wesley has been coordinating the necessary repairs and paperwork. Miller emphasized the village’s intent to demonstrate progress and good-faith efforts, which the administrator said should be helpful during future inspections.

The village also reported related administrative receipts and small revenue items (for example, sale of scrap metal) that staff expect will modestly improve year-end finances.

Next steps: Wesley Wiseman will finalize and file the corrective action plan by the required deadline and follow the EPA’s guidance to address violations and implement recommendations.
