The easement request was introduced as a late item and the motion to allow it was made by Morgan Ness and seconded by Deb Ness; council members voted “all in favor.” The agenda addition also included a separate late Library update, which the council later addressed.
Council members did not attach additional conditions to the easement during the meeting. The approval was entered alongside routine consent motions taken during the session, which concluded at 8:06 p.m.
