Zachary council approves road payment, several rezones and roofing-fee ordinance; Brook Hollow final plat fails

Mayor David McDavid and the Zachary Mayor and Council met at Zachary City Hall on Oct. 14, 2025, and approved a series of planning, infrastructure and administrative items while tabling several code-enforcement hearings and failing to approve a final plat for the Brook Hollow subdivision.
The council voted 3–0 (Councilmembers John LeBlanc, James Graves and Jennifer Landry voting yes; Brandy Westmoreland and Ambre DeVirgilio absent) to approve Pay Request #2 for Road Project #11807 (Road Rehabilitation Project, 2025) for $217,714.85 and to authorize advertising for bids for the Mt. Pleasant Boulevard crosswalk (Phase 1). The council also adopted Ordinance 2025-20, amending Chapter 14, Article 1, §14-6 of the Zachary Code of Ordinances to update charges and fees for roofing construction inspections and permits; the public hearing on the ordinance opened and closed the same evening and the measure passed with the same recorded 3–0 vote.
Planning and zoning business produced mixed results. After a public hearing at which Christopher Maestri of MR Engineering & Surveying spoke in favor, the council’s motion to approve FP-2-25 (Brook Hollow, 2nd Filing) recorded YEAS: LeBlanc, Landry; NAYS: Graves; the motion failed due to the city’s minimum quorum voting requirement. By contrast, the council approved RZ-8-25 and the related lot-combination COB-1-25 for property on Old Baker Road, and it approved RZ-9-25, RESUB-6-25 and CUPMH-3-25 concerning 6585 Ronnie Street (a rezone, resubdivision and a conditional-use permit for a manufactured home), after surveyor Shane Nicholas appeared in support. The council also approved a resubdivision on Plank Road (ZOI-55452-SS) and a five-foot rear-setback waiver for 2215 Saint Andrews Avenue.
In new business, councilmembers set a workshop for Oct. 28 at 5:30 p.m. to discuss the Council Clerk position and elected official salaries and directed that the workshop be livestreamed. The council set the city’s Trick-or-Treat times for Oct. 30–31, 2025 (6:00–8:00 p.m.) and approved a Special Counsel contract for Graham Arnold in the matter Pierce Maughan v. City of Zachary (19th JDC #759185 §33).
Code-enforcement matters included tabling hearings for 2715 March St., 5516 Rush Dr., and 5236 E Mae St. to the Oct. 28 meeting; owners were present for those items. Mr. Ty Stephens reported updates on subpoenaed properties, noting several addresses were completed, one could not be served and another (1817 Debby Ave.) was tabled because the owner is wheelchair-bound. Attorney Hopewell told the council that the new city attorney, Mrs. Wilson, is acclimating to condemnation procedures and that charges have been received for two demolished houses; additional demolitions and lien filings are expected.
The council voted to enter and exit an executive session under LSA-R.S. 42:17(A)(2) to discuss the Pierce Maughan litigation; the session was authorized and then closed by recorded votes of LeBlanc, Graves and Landry. The meeting adjourned at 8:21 p.m.

What’s next The council’s next regular meeting is scheduled Oct. 28, 2025, when several tabled code-enforcement hearings and the workshop on clerk position and salaries are expected to be addressed. The Thrive EBR millage renewal will appear on the Nov. 15 election ballot.
