A public hearing on Ordinance 2025-18, which would amend sections of the City Code addressing elected-official salaries, drew brief public comment and divided votes before the council decided to delay final action.
Donald Charlet spoke in favor of amending the ordinance during the public hearing. Councilman James Graves moved and Councilwoman Jennifer Landry seconded a revision that, as described in the motion, would keep the mayors salary the same, raise the chief of polices starting salary from $93,000 to $95,000, raise City Council salaries to $17,000 annually "starting with a $19,000 cap," and allow council members to participate in the City of Zachary insurance plan. The motion failed 3-2 (Yeas: Graves, Landry; Nays: Westmoreland, LeBlanc, DeVirgilio).
After the failed revision, Councilwoman Ambre DeVirgilio moved and Councilman John LeBlanc seconded a motion to table Ordinance 2025-18 to the Nov. 10, 2025 regular meeting; that motion passed 4-1 (Yeas: Westmoreland, LeBlanc, DeVirgilio, Graves; Nay: Landry). The council took no final action on salary levels at the Oct. 28 meeting.
The ordinance under consideration would amend §§2-199, 2-200 and 2-201 of the City Code to set and administer salaries for elected officials. The motion proposing specific salary figures contained the only detailed compensation numbers recorded during the hearing; the council did not adopt those amounts and instead sent the ordinance back for further consideration.
The council is scheduled to revisit the ordinance at the Nov. 10 meeting; no additional details or adoption date were provided at the Oct. 28 session.
