Julie Bernstein, attorney for the applicant (42 North Lewis Road LLC and Main Street Vet owners), presented the application and supporting exhibits, including a traffic‑impact study. Bernstein said the proposal is for a daytime, professional veterinary practice (not an emergency hospital), with two veterinarians, eight employees and 38 parking spaces; the traffic study estimated about 19 weekday AM peak trips and 18 PM peak trips.
Glenn Kielczewski (civil engineer) was accepted as an expert witness and testified that the project can meet ordinance requirements and that, in his professional opinion, it will not negatively impact neighboring properties or public safety. Board members questioned access, potential deceleration lanes and refuse collection; PennDOT highway‑occupancy permit review and land‑development engineering were noted as next steps.
The board voted to approve the conditional use subject to compliance with all applicable statutes, the exhibits introduced at the hearing and any conditions read into the record. The approval advances the project to the land‑development stage where engineering, site access details and permitting will be addressed.
