Findlay Township reappoints officials, approves engineering contract and several resolutions at Jan. 5 reorganization meeting

The Findlay Township Board of Supervisors met for its reorganization meeting on Jan. 5, 2026, and unanimously approved a slate of officer appointments, professional reappointments and routine resolutions.
Supervisor Janet Craig was elected chair after a nomination by Supervisor Thomas Gallant; the board then named Thomas Gallant vice-chair. The board reappointed Cynthia D. Harris as Secretary/Treasurer and recommended a fidelity bond of $1,000,000 for that office. The board also reappointed Michael Flaskos as Chief of Police.
The board approved personnel and administrative appointments for 2026: Thomas C. Garrett, Jr. as Township Manager; Brandon Stanick as Assistant Township Manager and Zoning Officer; appointment of all three supervisors as Park Supervisors; designation of Roadmasters for Westbury (Janet Craig), Imperial (Thomas Gallant) and Clinton (Ray Chappell); and a range of delegate and representative assignments (state convention, League of Municipalities, SHACOG, ACATO). Ernest Leopold was reappointed Vacancy Board chairman; Thomas Garrett and Brandon Stanick were named Tax Collection Committee delegates.
On professional services and contracts, the board reappointed Strassburger, McKenna, Gutnick & Gefsky as township solicitor and Andrews & Price as legal counsel for the Planning Commission and Zoning Hearing Board. It reappointed Michael Baker International as Township Engineer and, after discussing that the Township has used other firms for smaller projects and whether professional contracts can be ended, voted to enter into a Consulting Engineer Contract with Michael Baker International for 2026 as outlined in the firm’s December 11, 2025 letter.
Financial and administrative resolutions passed unanimously. The board designated The Pittsburgh Post Gazette as official newspaper and Huntington Bank as the depository. It passed Resolution No. 2026-01 appointing members to township boards (later amended to add John O’Neal and Gina Zacios to the Board of Auditors), Resolution No. 2026-02 setting the Schedule of Fees, Resolution No. 2026-03 appointing O’Connor, Pagano and Grupac LLC to audit the 2025 financial records at a cost not to exceed $19,500 plus filing fees, and Resolution No. 2024-04 designating Barbara Coates and the township solicitor as Delinquent/Lien Real Estate Tax Collector.
All motions recorded in the minutes were moved by Supervisor Thomas Gallant and seconded by Supervisor Raymond (Ray) Chappell unless otherwise noted; each vote recorded was 3 Ayes and the motion carried. The board set its caucus, regular and workshop meeting schedules for 2026, and adjourned at 6:25 p.m.
